Project Management, Configuration and Consulting
Project management, configuration and consulting services are required for the initial implementation, which involves application configuration, migration of data and integration to other systems. The cost can vary widely depending upon the level of business scope and complexity to be configured. The $81,000 fee in the initial 20-user example assumes a basic system initial system setup, data migration services including mapping and testing, installing and configuring citizen access for the agency website, fee schedule setup, and implementing best practice workflows and record types. Training Services
Training is crucial to getting your entities' users up and running. Training can be on-site, off-site in a vendor's facility or delivered online. Training costs vary depending upon the venue, the level of business complexity and unique requirements an agency may require. We assumed for this model, a training budget would be roughly 10% of the project management, configuration and consulting costs. Training cost can be incurred in subsequent years if there are new users. However, we made an assumption of a one-time training cost.    
Application Software Installation $2,100 included
The cost to physically install the Tyler EnerGov software application on your servers. Software application costs are already included in the subscription fees in the SaaS model as the software is already installed and online.    
Server OS and Hardware included
The cost of the server operating system and hardware maintenance is generally calculated by the number of site users. We are assuming this number at 20 users without consideration of an annual increase. In a SaaS model, this is included in the annual subscription fee.
   
Database Software (SQL, Oracle) included
This fee is for the database software required to run the on-premises infrastructure such as database(s), monitoring, middleware, operating systems, and others. As is the case with hardware, the software may be shared and economies of scale can be realized. In the SaaS case, this database software cost is covered as part of the service.
   
Operational Infrastructure Management and Support included
These are fees related to all other underlying software and hardware components required of the Tyler application software and are usually based on the total number of site users. This is in addition to the application software (e.g., relational database, windows server OS, IIS communication services) and the physical support and IT management of these operational elements. Operational infrastructure management and support costs are already included in the subscription fee in the SaaS model.    
Disaster Recovery included
Disaster Recovery is critical to the continued availability of your data and systems in the event of an outage. You can be up and running your critical processes within hours of a disaster by using a secondary datacenter that is located away from the primary datacenter. While pricing varies by install, we estimated it to be 5% of license fees for on-premises. In the SaaS model, this is included in the annual subscription fee cost.
   
Annual Maintenance and Support included
The cost of annual maintenance is generally a percentage of the EnerGov license fees. We based these numbers off an estimation of 20%. We are assuming this cost using 20 site users as a base and also without considering an annual cost increase. In a SaaS model, maintenance and support is included in the annual subscription fee.
