CAD-to-CAD Proves Critical in Lifesaving Response in Florida

A CAD-to-CAD interoperability connection between the Titusville Police Department (TPD) and the Brevard County Sheriff’s Office (BCSO) in Florida has demonstrated its critical value in emergency response, directly contributing to a lifesaving medical intervention during a cardiac arrest incident.

Both agencies are connected through CAD-to-CAD interoperability with Tyler’s Enterprise Public Safety suite to improve real-time sharing of emergency call-for-service data between agencies, reducing delays in dispatch and strengthening coordinated response across jurisdictions.

A Real-Life Save

Brevard County received a 911 call from staff at a facility reporting that an elderly individual had collapsed. Following established protocol, BCSO immediately transferred the caller to Brevard County Fire Rescue (BCFR) for medical coordination. However, in parallel with that transfer, BCSO also transmitted the call-for-service to Titusville through the CAD-to-CAD connection.

That simultaneous data sharing proved pivotal.

Titusville was dispatched without delay and arrived on scene in under two minutes. Upon arrival, responding units found the patient in cardiac arrest and immediately began administering lifesaving measures.

Within three minutes of responding to the scene, first responders were able to restore the patient’s pulse. BCFR ambulance units arrived shortly after and transported the patient to a hospital for further treatment.

Emergency officials noted that without the CAD-to-CAD connection enabling immediate parallel dispatch, the incident information would have had to be relayed through traditional transfer methods. That process would have introduced several additional minutes of delay in notifying and dispatching Titusville resources. That’s time that cannot be spared in a cardiac arrest scenario, where it’s often the difference between life and death.

In this case, the quick actions of both teams and their effective use of interoperable technology eliminated redundant communication steps, allowing multiple agencies to respond simultaneously and without waiting for sequential handoffs.

This incident highlights an important principle in modern emergency communications: interoperability is not simply an efficient tool — it is a clinical outcome driver, and a critical one at that.

In time-sensitive emergencies such as cardiac arrest, trauma, or mass casualty incidents, even small reductions in dispatch delay can significantly improve outcomes.
