CAD-to-CAD Transforms Emergency Response on Space Coast

For public safety agencies, sharing and receiving information quickly and accurately can vastly impact how fast help arrives on scene. In Titusville, Florida, the police department uses CAD-to-CAD functionality within Tyler Technologies’ Enterprise CAD solution to streamline coordination with Brevard County agencies during day-to-day operations such as medical calls, fire response, and large-scale events.
For Heather Queen, Titusville PSAP supervisor and CTO, and the Titusville Police Department, the value of CAD-to-CAD is defined not by a single incident, but by the role it plays in daily operations.
“We use it every day, and it has improved immensely with our fire and ambulance calls, especially as far as getting stuff toned out faster,” Queen said.
By allowing dispatch information to move automatically between agencies, CAD-to-CAD reduces repeated questioning, limits manual reentry of information, and gives responding agencies real time visibility into calls as they develop.
Reducing Delays During Emergency Calls
Before implementing CAD-to-CAD connectivity with Brevard County, dispatchers often had to repeat information multiple times to other agencies during emergency transfers.
Now, when Titusville transfers a medical call, key details are automatically shared with the receiving agency.
“When we transfer it over, we’re already giving them the address, the phone number, and sometimes the caller’s name; they don’t have to ask all those questions again,” Queen said.
That change has helped reduce delays during emergencies when callers are already under stress.
“It cuts down time for the citizen because they’re not being asked sixty different times in an emergency what their address is,” Queen said.
“We can help facilitate a faster response for medical calls, which cuts down on that response time, which is super critical in medical emergencies.”
Queen said the improvement is noticeable not only during medical calls, but also during police and fire response where seconds matter.
“Every second counts with those, and being able to give all that information over without having to retype everything and restate everything makes a really big difference for us,” she said.
The shared visibility between agencies also reduced uncertainty for dispatchers coordinating responses in real time.
“We don’t have to ask if they’re en route,” Queen said. “We can physically see when their units are dispatched, en route, and what they’re responding to.”
According to Queen, the operational impact has been significant.
“I would say it’s cut response times probably in half on the EMT side because of the lack of having to constantly repeat the address and the phone number and basic information,” she said.
Supporting Preparedness During Space Launch Events
Located on Florida’s Space Coast, Titusville regularly manages large crowds associated with rocket launches, including Artemis missions that draw visitors from across the region.
While thankfully, no major emergency has occurred during a launch event, Queen said CAD-to-CAD plays an important role in preparedness planning and interagency coordination.
During large events, CAD-to-CAD allows Titusville Police and Brevard County agencies to share updates instantly through the CAD system instead of relying solely on radio traffic or phone calls.
“Officers and personnel from both agencies can read all the comments in real-time,” Queen said.
“Every comment that we type into the call, they can see instantaneously, allowing everyone to stay in the loop with the most up-to-date information.”
Shared visibility becomes especially important during high-volume incidents where agencies may need to coordinate quickly across jurisdictions.
“If a mass casualty incident or something like that happens, they would be able to do that without actually communicating with us directly, just reading the comments on the call that we provide for them,” Queen said.
The same functionality also supports proactive event planning ahead of launches or other large public gatherings.
“If we needed to set something up ahead of time because we knew there was going to be an event — any kind of civil unrest or something like that — we can absolutely put all information in and forward it to them, and they would have it on their screen so their units could also respond to that, too,” she said.
For launch events that bring hundreds of thousands of visitors into the city, Queen said the system helps agencies operate more cohesively.
“We would be able to provide all that information super quick to them and be able to essentially work together as one big group,” she said.
A Daily Tool for Interagency Coordination
For Titusville Police, CAD-to-CAD has become part of normal operations across dispatch and emergency response workflows.
“It does make stuff so easy. When it is not working, we struggle a little bit because it’s hard to go back when you’re so used to something that’s so easy and so commonplace,” Queen said.
The visibility and connectivity between agencies have helped reduce manual communication, improve coordination, and streamline how information moves during active calls.
As Titusville continues coordinating with neighboring agencies and preparing for large-scale public events on Florida’s Space Coast, the department views CAD-to-CAD connectivity as an important operational tool that supports faster information sharing and more unified response efforts.
“It’s such a vital part now, we love it,” Queen said.
