Titusville Leans on CAD-to-CAD During Historic Floods

When unprecedented flooding impacted Titusville, Florida, the Titusville Police Department Communications Center managed a significant surge in emergency calls while coordinating response efforts across the city.
Over the course of five hours, the communications center received approximately 452 calls for service, including 213 calls into 911. Many of the incidents involved people trapped inside vehicles as floodwater quickly rose throughout the city. In some areas, vehicles drifted through major intersections as streets became impassable.
PSAP Supervisor and CTO for Titusville, Heather Queen said that during the incident, the department relied on its CAD-to-CAD connectivity with the Brevard County Sheriff’s Office (BCSO) to help manage incoming emergency calls and share information between agencies.
“Because of our abilities with CAD-to-CAD with BCSO, they were able to help by taking the 911 rollover calls and forwarding the information to us without also having to inundate us with more phone calls coming into the Comms Center,” said Queen.
Through the integrated connection, Brevard County was able to receive overflow 911 calls and electronically forward incident details directly into Titusville’s CAD system.
During the flooding event, 52 calls for service were shared between the agencies through CAD-to-CAD.
“The interoperability helped reduce the need for additional phone coordination between agencies during a period of high call volume and rapidly changing conditions,” said Queen.
This incident highlights the role interoperable public safety technology plays during large-scale emergencies, particularly when agencies must coordinate response efforts under extreme conditions.
By sharing information directly between systems, Titusville and Brevard County were able to streamline communication workflows while maintaining focus on emergency response operations during one of the city’s most significant flooding incidents in recent history.
