For residents, getting a permit, paying a bill, or accessing a record often involves more effort than it should.
A single request can trigger follow-up calls, status checks, or repeated data entry across multiple systems. What appears to be a routine task becomes a series of interactions between residents, staff, and disconnected processes.

The city implemented an integrated payments platform connected directly to their ERP system, allowing residents to manage multiple payment types through a unified interface.
For city staff, the operational impact extended beyond convenience. Payment reconciliation became more streamlined, fewer third-party connections required IT maintenance, and payment activity updated across systems in real time.
As Financial Systems Analyst Jeff Dempsey explained, “When a payment is made, we can instantly see it flow throughout the system.”
That visibility matters operationally. When systems remain disconnected, staff spend additional time reconciling transactions and responding to issues created by delayed or incomplete information flow. Integration reduced those administrative handoffs.
When Efficiency Expands Staff Capacity
In Roosevelt City, Utah, administrative staff spent significant time managing purchasing approvals, tracking invoices, and duplicating data entry across outdated systems. The workload had grown large enough that the city considered adding staff at an estimated annual cost of $180,000.
Instead, the city restructured procurement and approval workflows within a cloud-based ERP system. Processes that once took two days were reduced to roughly two hours, while employees gained the ability to manage more purchasing activity independently.
The change reduced administrative overhead and freed staff to focus on broader operational priorities across the city.
As HR and IT Manager Brock Arnold explained, “It’s not always the right answer to hire more people.”

Efficiency in city operations is shaped by how much manual effort is required to complete routine work.
When requests depend on repeated follow-up, duplicate entry, or movement between disconnected systems, administrative workload grows alongside service demand. Over time, cities can end up adding staff simply to sustain routine processes.
Cities that simplify how work moves through the organization change that equation. When applications, payments, approvals, and records move through more connected workflows, the same staff can handle more requests with less administrative effort.
For cities managing constant day-to-day service demand, reducing unnecessary handoffs becomes one of the most practical ways to improve operational efficiency at scale.
