Challenge

Located in one of the most populous and fastest-growing regions in Texas, the Fort Bend Central Appraisal District was also experiencing growing pains of their own. With increasing property volumes and strict statutory deadlines to adhere to, office staff found it difficult to keep up with demand.

As usage of their CAMA system increased, the district’s IT staff struggled with aging infrastructure and hardware, while also facing increased pressure to reduce downtime.

“The rapid growth of data within the system placed additional demands on the environment, resulting in periodic stability issues,” said Chief of Special Projects Tiffany Benjebbour. “A stable environment is essential for us to do our jobs effectively.”

Following conversations regarding the office’s declining staff morale and future scalability concerns, leadership decided it was time to explore alternative solutions.

Solution

Fort Bend CAD staff were searching for a path forward that both preserved their processes and modernized their systems for growth. They needed:

  • A scalable platform designed to grow alongside the needs of the district
  • The ability to shift IT responsibilities and eliminate organizational bottlenecks
  • A reliable environment with increased security and automated backups

After partnering for over 20 years, the office finally decided it was time to migrate operations to a secure cloud-hosted environment. To ensure a smooth transition, the district engaged in extensive discussions with Tyler’s development, support, and implementation teams to assess performance expectations and long-term benefits for both staff and residents.

The teams also worked together to proactively optimize the office’s data environment — compressing more than two decades worth of historical data totaling nearly 40 terabytes, down to 15. “That resulted in significant cost savings by eliminating the need to purchase additional storage or delay the project,” Benjebbour said.

Results

Because of the transition to a Tyler SaaS environment, Fort Bend staff experienced almost immediate operational gains and improved stability. With the 99% uptime guarantee, the district saw significantly reduced risk throughout critical periods, such as appraisal review board hearings.

Moving to this environment better ensures that we will successfully and efficiently meet statutory deadlines. Additionally, we have the backing of the Tyler team who can provide rapid assistance whenever issues need to be addressed.

“Implementing the SaaS environment has increased morale,” stated Benjebbour. “The improved stability has had a positive impact on employee morale and productivity, allowing staff to work with confidence in a reliable and dependable environment.”

The move also alleviated the burden on internal IT staff by moving responsibility for system maintenance, updates, and security management to the Tyler team — allowing the district’s IT team to focus on strategic priorities and internal support needs. Staff also reported faster processing time and increased performance overall.

“I think this sets the tone for where we’re going,” Benjebbour said. “We are committed to innovation and continuously seek ways to improve efficiency, accelerate delivery, and enhance the quality of our outcomes.”

Fort Bend Central Appraisal District is now well positioned to grow in the future. With a new modernized system and ample support from the Tyler team, they are confident this move will better support long-term scalability and innovation. As the district continues to grow, their Tyler-hosted SaaS environment provides a strong foundation for future enhancements and keeping up with the evolving technology needs of the Lone Star State.
