For IT leaders in Hidalgo County, Texas, their Tyler Technologies Enterprise Justice system upgrade was about more than getting the latest software version.

It was about establishing the foundation for a connected justice ecosystem.

Texas’ eighth-largest county was seeing rapid community growth and increasing demands for faster, more reliable ways to share information across courts, law enforcement, and jail operations. Dependent on manual, paper-driven workflows and limited interoperability, they knew their legacy court infrastructure couldn’t support the integrated ecosystem their justice partners needed.

“We wanted to provide services based on the needs of the county, but it was very hard to say yes because of the outdated system,” said Clarissa Longoria, senior IT manager for Hidalgo County.

While the court case management system upgrade delivered new features and efficiencies, county leaders viewed the upgrade as a prerequisite for broader transformation. Modernizing their system was about tearing down silos and creating the foundation for end-to-end interoperability — from courts through public safety.

Enterprise Justice became the platform that enabled Hidalgo County to leverage Tyler Alliance, which empowers data sharing between common justice workflows using Tyler applications.

Connecting Justice Workflows: Interoperability in Practice

Hidalgo County is connecting critical workflows and sharing information across agencies. They are positioned to manage growth by expanding integrations and preparing for future innovation.

In real time, their connected justice workflow brings together field agencies, courts, and jail operations:

  • Electronic Citations: Court staff have faster access to accurate information, reducing manual data entry by 25% as citations are received electronically from field officers.
  • Civil Process: Field officers receive and serve documents in a more timely, efficient manner, enabling courts to docket filings instantaneously upon serving. This two-way, electronic information sharing helps agencies move critical information more quickly, improving access to justice.
  • Prebooking: Jail staff know who is arriving before booking begins as accurate data from the field is shared to the jail management system before arrival. Because duplicate data entry is reduced, jail staff can speed up the booking process, and field officers can spend more time on field operations.
  • Booking and Release: Arresting agencies receive person demographics and custody status changes from the jail in real time. This shared data increases agency visibility without the extra data entry.

With information flowing electronically between justice partners, the pace of justice accelerates. Courts, officers, and jail staff receive the real-time data they need to make faster, more informed decisions. “Processes that used to take hours or days now take minutes,” said Longoria. “None of this would have happened without the upgrade.”

Looking Ahead: Extending the Foundation to the Cloud

Having upgraded Enterprise Justice and established integrations through Tyler Alliance, Hidalgo County leaders are now eyeing the next phase of their modernization journey: moving their case management system to the cloud.

As Daniel Salinas, IT director for Hidalgo County, looks toward the benefits of cloud technology, he sees opportunities to “strengthen cybersecurity and improve system uptime.”

The planned move to cloud-hosted Enterprise Justice represents another step in their long-term modernization strategy. By pairing an upgraded court platform with cloud infrastructure, the county will have the scalability needed to support future growth while expanding integration opportunities across their connected justice ecosystem.

The county also plans to introduce integrations that connect their justice and ERP systems. “Our goal is to modernize everything from finance to law enforcement to courts,” said Salinas.

A Justice Strategy Beyond Modernization

Hidalgo County’s system upgrade represents a larger strategy. Their foundation established through Enterprise Justice and Tyler Alliance allows the county to connect courts, law enforcement, jail operations, and future systems in a single justice ecosystem. Improving more than just efficiency, the initiative has positioned the county to strengthen collaboration across agencies while adapting to the evolving needs of a growing community.
