Unlike centralized states where motor vehicle services flow through a single agency, Kentucky’s structure meant working with 120 individual offices, each with distinct operational procedures and varying levels of digital readiness. Building consensus and ensuring adoption across all counties required more than just a solid product — it required partnership.
The Approach: Flexibility First
The Commonwealth of Kentucky decided to leverage their existing partnership with Tyler Technologies to create a better process for their motor vehicle agencies. Rather than impose a one-size-fits-all solution, Kentucky representatives agreed that it was more important to prioritize adaptability. While planning, representatives from Tyler not only worked with the Transportation Cabinet, but also engaged directly with counties to understand their needs, address concerns, and build a foundation of trust through hands-on collaboration. This included:
- Outreach campaigns to engage and align county clerks
- Tailored training programs to support local workflows and adoption
- Ongoing education and support to ensure long-term success and confidence in the system
Though the solution was mandatory at an agency statewide level, the implementation process respected the independence of each county clerk’s office and positioned clerks as partners in transformation. While dealer participation was optional in light of the agency mandate, adoption succeeded because county clerks were treated as partners, not just recipients of a system.
Key Outcomes
The flexible and inclusive rollout conducted by the Tyler team delivered measurable results across the state:
1. Dealer and Resident Convenience
Dealers can submit titles to either the buyer’s or seller’s county. This allows dealerships in high-volume areas to send titles to buyers’ home counties, which residents prefer, and helps generate new revenue for lower-traffic counties without local dealerships.
2. Unified and Standardized Processes
All counties now follow a consistent digital titling process, making it easier for dealerships that operate across multiple jurisdictions. Standardization helps eliminate confusion and reduces clerical errors. Beyond technology adoption, the project established and pushed statewide standards that simplified operations and enhanced service consistency.
3. Speed and Continuity
No more paper or scanning — digital processing improves efficiency and reduces manual workloads.
4. Modernized Payments
Paper checks have been replaced by ACH payments, enabling direct deposits to county accounts. The system accommodates a variety of county-level funding models, providing both flexibility and speed.
Why It Worked: Partnership and Flexibility
This transformation wasn’t just about software; it was about building consensus across a disjointed system. Tyler worked hand-in-hand with Kentucky’s county clerks, offering the tools, training, and flexibility they needed to unify operations under one digital framework.
Where barriers previously existed for Kentucky’s offices, a new system is in place where all stakeholders are heard as they continue to modernize and create more efficient agencies.
