What started as a push to modernize court operations became something bigger: creating a more reliable court experience for everyone who depends on the justice system, from staff to justice partners to the community.

After an already strained staff found itself managing an 87% increase in case volume and still operating with paper-based workflows, Medford Municipal Court reached a breaking point.

Staff scrambled to prep the docket as lines of people checked in with 20 or more cases. The weight of paper — from searching to filing to data entry — consumed most of the staff’s daily work and risked court readiness. At the same time, neighboring courts and justice partners needed more visibility into case information. Consistent, timely service — and ensuring staff and judges had the right information at the right time — became harder to deliver.

Replacing Paper Workflows to Improve Court Case Processing Reliability

Medford Municipal Court focused on improving how work gets done — not growing their tech stack — starting with the most time-consuming processes. Manual file handling, redundant data entry, and physical storage were replaced with digital processes that standardized each step — from case intake to case resolution.

By automating court workflows and eliminating paper-based tasks, the court created a more reliable way to manage cases, support staff, and serve the public with efficient justice. The result is not only a court that keeps pace with demand. They are demonstrating what it means to be a government that people can count on:

“We shifted from time spent on paperwork to time spent serving people. Because of automation, we’re confident we can deliver reliable service people can count on, no matter how much caseloads grow,” said Neahr.

With a more reliable foundation in place, the court was able to manage rising volumes — and at a higher level of service — without adding extra staff.

Building Transparency Through Reliable Access to Court Information

Improving internal court workflows means they also strengthened how the court serves the public and justice partners.

Case information and upcoming hearings are now available online through public record search and supported by text campaigns. This has been instrumental for the district attorney and public defender offices, allowing them to access information in real time instead of calling or emailing the court.

For the public, this commitment to governance removed barriers to understanding and engaging with court processes. It created a more reliable experience for everyone interacting with the court, ensuring accurate information is consistently available. “When information is accessible, people trust the process more,” said Neahr.

Internally, timely access to information improved accountability. With consistent reporting and visibility into caseloads, case types, and financial impact, the court can now plan, allocate resources, and communicate with leadership more effectively.

Extending Reliable Case Management — in the Community and in the Cloud

Once case management was automated, it opened the door to a forward-looking court model that was more responsive to the needs of the community. Without changing their workflow, the court introduced a specialty court program, known as “Outreach Court,” to meet the public outside the traditional courtroom. This program was about more than accessibility; it was about serving as a reliable, trusted government model.

As participation from the community and local agencies climbed, connectivity issues in off-site settings would often stall court operations. Recognizing the need to further enhance reliability and efficiency, they migrated core court operations to the cloud. They’re now able to serve their community without disruption, regardless of location.

Since moving to the cloud, the impact was immediate. Outreach sessions run at the same level of consistency as in-court operations. Staff can access case information in real time, process requests quickly, and ultimately serve their community with more meaningful justice. “Whether we’re in the courtroom or out in the community, we can deliver information faster and more reliably,” said Neahr. “That modernization wouldn’t have been possible before.

Behind the scenes, the cloud also reduced the burden on Medford’s IT team by eliminating the costs and maintenance of server upgrades, further supporting reliable operations.

Delivering Reliable Justice

For Medford Municipal Court, modernization has created a more reliable foundation for court operations — one that enables staff workflows, real-time information, and confident decision-making.

Regardless of how caseloads change in the future, that reliability has made the court more confident in delivering consistency that staff, partners, and the public can count on. This commitment to strengthening court reliability earned them a 2026 Tyler Excellence Award.

In sharing advice for other courts, Neahr noted improving reliability does not require solving everything at once. “If you have operational bottlenecks, look at the small changes that can make a big impact.” This is how even the most strained courts can deliver reliable justice.
