Ouachita Parish, Louisiana has a population of 153,720 in a 631 square mile area.  The parish encompasses the cities of Monroe and West Monroe, towns of Richwood and Sterlington, and the census-designated communities of Bawcomville, Brownsville, Calhoun, Claiborne, Lakeshore, and Swartz.

To keep the residents of Ouachita Parish safe, Ouachita Parish 911 and its affiliated agencies including the sheriff's Office, police and fire departments use New World Enterprise computer aided dispatch (CAD), Law Enforcement Records Management, Mobile Messaging, Field Reporting, Fire Records, Fire Mobile, and Decision Support software from Tyler Technologies.

The Challenge

Prior to using New World, communication between public safety personnel in Ouachita Parish was limited to radio transmissions. Without a GIS-based CAD system, dispatchers and first responders relied solely on radio transmissions to determine where first responders were located. This caused difficulties in routing to calls for service and tied up radio channels during major incidences.

In addition to communication issues, none of the systems used by dispatchers, first responders, sworn officers and civilian staff were automated, which resulted in numerous handwritten reports. To keep track of and access these reports, first responders were required to carry binders with them at all times.  

Public safety officials and end users wanted a system that could offer the following:

  • One common software platform for the communication center and all law enforcement, fire and EMS agencies
  • Robust GIS capabilities within CAD for better routing and navigation
  • Mobile capabilities for better communication in the field

    • Any road blocks or closures are shown instantly, allowing for first responders to reroute to the scene
