Measuring Accessibility

Tyler tracks its products against the leading industry standard for digital accessibility, Web Content Accessibility Guidelines (WCAG). We are aware of legislation at the state and federal level that is in various stages, which encourages adoption of WCAG 2.1 Level AA as an accessibility requirement. We have cross-functional teams that are collaborating internally to support our stakeholders in appreciating how best to address the accessibility of products that Tyler licenses. We also engage with third-party consultants who specialize in accessibility matters.

How do we test our products?

Tyler utilizes a variety of manual and automated testing tools and methods across a combination of test environments for accessibility findings. Generally, Tyler prioritizes high-traffic, high-impact applications and platforms. Accessibility needs may be present in various levels of an application, and those that are at the forefront of a user interface are addressed before those that exist deep within an application’s framework. There may be workarounds, alternative applications, or other support available to a user while an accessibility need is being resolved, in which case other barriers where no support exists will be prioritized. Tyler uses various metrics across its product lines to track progress with accessibility compliance, including:

  • Number of accessibility needs that have been fixed;
  • Number of accessibility needs that remain unfixed;
  • Number of WCAG success criteria met by a product along with the rating; and/or
  • Number of critical user flows that do not contain accessibility needs.

How does this impact our clients?

Tyler understands its products and services are just one part of the overall digital ecosystem maintained by each client agency. Tyler expects its clients will be able to satisfy their accessibility obligations through a combination of substantial conformance with the applicable accessibility standards, and where substantial conformance cannot be met or is not required, because of an exception, providing reasonable accommodations or modifications.

Americans with Disabilities Act (“ADA”)

The Department of Justice (“DOJ”) published a final rule on April 24, 2024, updating its regulations for Title II of the ADA.
