Chief Artificial Intelligence Officer

Franklin was named chief artificial intelligence officer in May 2026. He previously served as president of Tyler’s Data & Insights Division and deputy chief technology officer. Franklin joined Tyler in 2018 through the acquisition of Socrata, an industry leader in open data and data-as-a-service solutions for government, where he worked since 2014. While at Socrata, he held various product roles and was named vice president of Product Development in February 2017. Prior to Socrata, he worked with Microsoft for nine years as a senior program manager lead. He earned a BSBA in finance and operations management from Washington University in St. Louis, Missouri, and a master's degree in computer science from its School of Engineering & Applied Science.
