Tyler Technologies announced that it has acquired New World Systems Corporation. Founded in 1981, New World Systems, based in Troy, Michigan, has more than 2,000 public sector customers and more than 470 employees.
"New World Systems is highly complementary to Tyler and the combination supports our strategy of being an industry leader in all major enterprise applications essential to local government," said John S. Marr Jr., Tyler's president and CEO. "We're pleased to welcome New World’s clients and team of professionals to the Tyler family, and we look forward to integrating Tyler's Odyssey courts and justice solution with New World's public safety platform to create a unique end-to-end enterprise criminal justice solution."

The Texas Judiciary held a press conference on September 30 to discuss how eFileTexas — the largest mandatory electronic court filing system in the U.S. and among the largest IT projects in Texas history — has been successfully completed nine months ahead of schedule.
Texas Supreme Court Chief Justice Hecht kicked off the event saying that eFileTexas was a success and "created greater efficiencies for clerks, ease of use for judges and savings for lawyers." He went on to state that the successful eFileTexas project has ultimately "facilitated confidence in the justice system."
All of the speakers emphasized the benefits to the justice system and improved efficiencies. Lubbock County Judge Judy Parker spoke about the impact on non-criminal e-filing, detailing how previously case files could be several inches thick with paper everywhere, with records being a constant challenge to manage. Now, "e-filing has changed everything. It has revolutionized the way we deliver justice."
Attorney Dylan Drummond stated that the implementation of eFileTexas was a monumental accomplishment because, in the past, clients had to bear the expense of traveling to file a case, and that has changed with eFileTexas' 24/7 availability. "E-filing is cheaper, more efficient and vastly more modernized," Drummond stated.
Collin County Clerk Andrea Thompson detailed how the county has seen a 60 percent reduction in front counter traffic since eFileTexas was implemented. Eighty-two percent of cases e-filed have a 1-2 hour turnaround compared to a week in the past. In one example of several, Thompson noted the county saves more than $68,000 per year from a reduction in file folders because 600 boxes of paper files has been reduced to five boxes per year.
David Slayton, executive director at the Texas Office of Court Administration, closed out the press conference highlighting how no other state in the country has taken on such a complex project. Previously, 50,000 cases were filed monthly in Texas and now 25,000 cases are e-filed daily. More than 6 million documents were e-filed last year, speaking to the adoption success of eFileTexas.

In November 2012, the Office of Court Administration (OCA) of the State of Texas announced the eFileTexas initiative, which, in accordance to a Texas Supreme Court mandate, would create a uniform electronic filing system for all civil cases in Texas district and county courts. Tyler was selected to build and deploy eFileTexas.

The Court Information Technology Officers Consortium (CITOC) announced the 2015 CITOC Innovation Awards at its annual meeting held during the 2015 Court Technology Conference (CTC) in Minneapolis, Minnesota. The Minnesota Judicial Branch and the Justice of the Peace Court, Precinct 3, in Williamson County, Texas — both Odyssey® clients — were recognized for notable contributions to the judiciary in technology and court business processes.
The Minnesota Judicial Branch was awarded for its development of the MyMNConservator (MMC) online application. The MMC application allows conservators to file detailed inventory and accounting information. The Williamson County Justice of the Peace Court was recognized for using Odyssey to move towards a paperless office and implementing Odyssey SessionWorks® to streamline courtroom processes. The court is also a previous recipient of a Tyler Public Sector Excellence Award.
The White House recently named the state of Maine as a TechHire Community, and Tyler Technologies was named a participating TechHire company through its partnership with Educate Maine's Project>Login program.
The TechHire initiative, launched in March 2015, builds on work communities that have already started to connect Americans to well-paying technology jobs through a combination of new tools and training models. TechHire communities are pledging to expand access to technology jobs, while supporting local employer demand.

Educate Maine's Project>Login is a nonpartisan public-private partnership that works to expand the network of computing and IT professionals in Maine through engagement, education and employment opportunities. Project>Login was launched in March 2013 by several Maine-based employers, in partnership with the University of Maine system. Educate Maine has since expanded the program to include new business and education sponsors, like Tyler Technologies, with support for IT initiatives at Maine community colleges.

Congratulations to Virginia’s Fairfax County Department of Tax Administration for receiving the Certificate of Excellence in Assessment Administration (CEAA) by the International Association of Assessing Officers (IAAO). Fairfax County is the first county government and fourth jurisdiction in Virginia to achieve this recognition, and only 28 jurisdictions in the U.S. have been awarded this certification. Fairfax County has been a Tyler client for more than 13 years.
Mobile App Design Challenge Offers Scholarship Opportunities for Maine High School Students
Tyler Technologies in Maine has launched the Maine App Challenge with $10,000 in total scholarships to be awarded to the top three finalists. In cooperation with Project>Login and Educate Maine, the goal of the Maine App Challenge is to provide Maine high school students with an opportunity to design, develop and demonstrate a mobile application that addresses a real need within the student’s school or local community.
We are awarding scholarships because the Maine App Challenge could turn a student’s casual interest in software development into a college major, internship, and eventual career in the Maine computer science and technology industry,” said Chris Hepburn, senior vice president of Tyler’s ERP & School Division. “We hope this challenge inspires more Maine high school students to pursue the fields of computer science and software development.”
The Maine App Challenge scholarships will be awarded to the top three finalists, with $6,000 for first place, $3,000 for second place, and $1,000 for third place. Apps must be developed using the MIT App Inventor 2 tool, and students will be required to meet all submission requirements to be eligible for a scholarship award. The application submission deadline is Oct. 14, 2015.

Tyler Technologies announced that it has acquired Brazos Technology. The Brazos product line will be part of Tyler’s public safety solutions.

Judge Bill Gravell of Texas' Williamson County Justice of the Peace court, Precinct 3, recently invited property managers and media to the court to learn about the Odyssey's Guide & File™ application.
Odyssey Guide & File allows courts to develop their own interview process and electronic forms in order to simplify the filing process for self-represented litigants while adhering to the court's filing rules. Filers can access this system online 24 hours a day, 7 days a week, and it is integrated with the state's e-filing system, eFileTexas™. Judge Bill Gravell is part of the pilot rollout of the Odyssey Guide & File software for Texas Justice of the Peace courts.
The judge presented a product demonstration, invited attendees to try the application from the court kiosks, and answered questions from the audience during the hour-long event.
"We are charged with doing more with less, and moving to online, electronic processes allows us to be more efficient," stated Judge Gravell. "We want to do an exceptional job with how we treat people, and making it easier to access justice is one way we can help."
The Justice of the Peace Precinct 3 office has utilized Odyssey to transition the office from a dominantly paper-driven office to an office with electronic-driven processes. The JP3 office was recently awarded the 2015 Tyler Public Sector Excellence Award at the Odyssey user conference in Dallas for their efforts to go paperless.
