State budget officers gathered in San Diego, California, at the National Association of State Budget Officers (NASBO) annual Spring Meeting to discuss vital economic topics like budget strategies and state fiscal conditions — topics which benefit significantly from data analysis and reporting. NASBO prioritizes government transparency, allowing states to keep the public informed about government service performance and tax dollar usage.
Financial transparency is key for maintaining public trust, responsible use of taxpayer funds, and increasing community engagement. Leaders across all government levels recognize that transparency and data sharing increase public understanding and improve decision-making.
California State Controller's Office Promotes Budget Transparency
The California State Controller’s Office (SCO) supports financial transparency by adopting Tyler Technologies’ Open Budget solution for open government. SCO offers three accessible data sites for taxpayers to monitor revenues, expenditures, and financial data reported by California's 57 counties, 482 cities, and over 4,800 special districts. For example, Los Angeles County residents can review the $31.9 billion budget breakdown, including allocations for public assistance, protection, and health services.
These sites enable residents to explore California's priorities through their budgeting strategies.
San Diego County Increases Operational Transparency
Beyond sharing budget details, ensuring transparency in state and county operations is crucial. San Diego County uses Tyler’s Enterprise Data Platform to raise public awareness of county operations and generate economic opportunities for individuals and businesses.
San Diego County's open data portal, built on the pillars of transparency, openness, and community engagement, provides revenue and expenditure information for the county's business groups and departments across fiscal years. Using the data collected on the $7.36 billion budget, the county can make informed decisions and measure results, focusing on health and social services, public safety, and land use. For instance, the portal shows the Land Use and Environment Group's $630 million allocation, funding Public Works, Environmental Health, and Planning and Development Services. This published data demonstrates how government programs enhance the local economy through infrastructure maintenance, air and water quality improvements, and sustainable development.
