  • Tyler Products Used: Enterprise Public Safety, Report Writing

Idaho is the 14th-largest state in the U.S., spanning nearly 84,000 square miles and 44 counties. The Idaho State Police (ISP), headquartered in Meridian, was established in 1939 and operates through six districts. More than 700 professionals support the agency's daily operations, serving just over 2 million residents across the state.

Challenge

For decades, the ISP relied on a legacy records management system that made reporting time-consuming and inefficient. This outdated setup created challenges for training, IBR compliance, and recruiting while also limiting consistency and collaboration across districts. Although the old system once supported the agency's needs, it failed to evolve as operational demands increased over time.

Solution

Committed to streamlining reporting, strengthening compliance, and better supporting personnel in the field, the Idaho State Police modernized its technology and workflows by implementing Tyler's Enterprise Public Safety Suite and Report Writing tool.

The ISP formed a dedicated project committee with members from teams including patrol, dispatch, and records, investigations, and evidence to guide the implementation process. Committee members worked with Tyler experts to customize workflows that aligned with the agency's day-to-day operations and long-term goals.

Results

Within the span of a year, the Idaho State Police successfully implemented a modern statewide system for dispatch, mobile, records, evidence, and report writing. The new platforms provided personnel with real-time access to critical data across operations.

The transition had substantial benefits for the ISP, which included:

Improved Reporting Workflows

The ISP's reporting efficiency and accuracy improved noticeably with the introduction of a connected CAD, records management, and report writing system. Information from Enterprise CAD and Shield Mobile now easily crosses over into Report Writing, reducing duplicate data entry so troopers spend less time writing reports and more time in the field.

Troopers and supervisors are also able to write, review, and approve reports from any device or location, and multiple users can collaborate within the same report when needed. This enhanced workflow allows the ISP to deliver faster, more accurate information and strengthen relationships with local prosecutors' offices.

Streamlined Procedures Across All Districts

Operational differences among the six ISP districts decreased significantly with access to a unified CAD, mobile, and RMS system. Consistent tools and stronger data connectivity support greater alignment, and collaboration is no longer slowed by mismatched workflows or inconsistent reporting practices.

This unified approach has enabled the ISP to function more cohesively as a statewide law enforcement agency, strengthening communication and coordination across the districts.

It has completely changed our agency and the way we operate, and we are probably in the best spot that we've ever been.

Enhanced Recruiting and Retention Efforts

Upgraded technology played a key role in strengthening the ISP's recruiting and retention efforts. Consistent workflows, live updates, and real-time access to information across CAD, mobile, and RMS help troopers and supervisors feel better supported and more situationally aware.

The streamlined reporting process also reduces overtime spent on paperwork, giving troopers more time in the field where they prefer to be. These shifts have contributed to a stronger work culture with higher job satisfaction and better work-life balance.

In addition, the transition to modern, intuitive solutions has made the agency more appealing to new recruits. Today's applicants expect technology that mirrors the efficiency and connectivity they experience in daily life. By replacing outdated platforms, the ISP now offers an environment where technology enhances law enforcement, helping attract new talent while continuing to support experienced professionals.
