Challenge

In recent years, demand for digital government services has grown as residents expect faster, more convenient, and more secure ways to engage with their state. At the same time, agencies face workforce pressures and new opportunities from federal funding. To meet these needs, Nebraska sought to move from custom-built systems to a scalable platform that would deliver better experiences for residents and streamline operations for staff.

Solution

Nebraska partnered with Tyler Technologies to execute this comprehensive modernization initiative. Leveraging Tyler’s low-code Application Platform, the state transitioned more than 20 mission-critical applications across 11 agencies to a flexible and scalable platform, improving both service delivery and long-term sustainability.

Overall, the migration process for the State Patrol’s Misdemeanor Crime of Domestic Violence system has been positive. We’ve been able to make changes faster than I’ve ever experienced in working with [Tyler Technologies], which is a tremendous benefit. I’ve had more to report to our federal grant partners than I ever have before, which is great.

Results

In just 18 months, Nebraska modernized nearly half of its application portfolio, moving websites to the cloud, migrating forms to Tyler’s Engagement Builder, and replatforming more than 20 applications across key agencies. With greater speed to market and enhanced self-service capabilities, the new platform also enabled the state to bundle long-requested enhancements into these rebuilds.

Notable successes:

  • The Nebraska State Patrol rebuilt its domestic violence background check system in just four months, improving critical integrations with courts and federal systems.
  • The Department of Agriculture modernized six applications, streamlining disparate reporting systems and simplifying monthly, quarterly, and annual compliance processes.
  • The Department of Motor Vehicles integrated its handicap permit system with the state’s professional licensing system, allowing licensed physicians statewide to securely log in and process permits online, thereby simplifying workflows and reducing permit wait times.

With the Application Platform, applications that once took years to develop can now be deployed in months. In addition, some agencies report that updates that once took between 20 and 45 hours to complete can now be made in under an hour.

Conclusion

Leveraging Tyler’s Application Platform, Nebraska successfully modernized nearly 50% of its entire digital portfolio in less than two years, enabling agencies to deliver faster and more responsive services to residents.

In addition to improving service delivery, Nebraska’s modernization efforts have also strengthened the long-term sustainability of the state’s digital ecosystem. Transitioning from a portfolio of custom solutions to one scalable platform has boosted integration capabilities, simplified workflows, and enabled agency staff to introduce application updates and enhancements more quickly and costeffectively. The state’s modernized digital ecosystem is now easier to maintain, more responsive to agency and citizen needs, and designed to scale with those needs now and into the future.
