Statewide Stats: Wyoming is Putting It’s Data to Work

- Profile: The Wyoming Highway Patrol serves one of the largest and least populated states in the nation. With a limited number of officers responsible for covering vast geographic areas spanning the state, the agency depends on reliable operational data to support enforcement strategies, improve highway safety, and guide statewide decision-making.
Challenge
The Wyoming Highway Patrol had access to large amounts of operational data, but inconsistencies across systems made it difficult to transform information into actionable insights.
Data from its CAD, mobile reporting, and GIS platforms often failed to align. Redundant call types, inconsistent reporting practices, and outdated GIS layers created confusion and limited the agency’s ability to accurately analyze trends. Troopers and staff frequently spent valuable time verifying records instead of using data to support operational planning and enforcement initiatives.
The agency also faced the challenge of supporting both statewide planning and troop-level decision-making while operating with limited staff and budget resources.
“We had a lot of data, but it wasn’t always telling us a clear story,” said Law Enforcement Software Manager Pedro Rampolla. “Different systems had different standards, and that made it harder to see what was actually happening across the state.”
Solution
To modernize operations and improve data reliability, the Wyoming Highway Patrol implemented Tyler’s Enterprise Public Safety suite in a cloud-based environment.
Results
The agency standardized call types, refined GIS layers, and improved reporting practices across the organization. Historical records were reviewed and corrected where necessary to establish a more consistent and dependable data foundation.
By connecting CAD, mobile, and mapping systems, troopers gained access to consistent information regardless of location. The agency also implemented targeted training programs to reduce reporting errors and improve data accuracy among dispatchers and troopers.
“We focused on cleaning up the data and creating one consistent source of information,” Rampolla said.
“Once that was in place, we could start using it to guide real decisions.”
Introducing Wyoming’s State Stat Program
Using Tyler Public Safety Analytics, the agency launched the State Stat Program, a monthly operational review focused on statewide trends, performance metrics, and enforcement activity. The program provided leadership with statewide visibility while giving troop commanders localized insights to support day-to-day operations.
The agency now uses updated GIS data and analytics to identify traffic safety patterns and deploy personnel more effectively. These insights have supported efforts aimed at reducing impaired driving incidents and improving highway safety statewide.
Improved Collaboration With WDOT
Improved data-sharing and reporting capabilities also strengthened collaboration with the Wyoming Department of Transportation (WDOT). Shared traffic and incident information now helps inform infrastructure planning and broader safety initiatives across the state of Wyoming.
Moving Forward in the Cloud
Operating within a cloud-based platform has further improved system reliability, security, and access to seamless ongoing software updates.
“We’re now able to see trends much more clearly and respond to them, which helps us use our resources more effectively and support safer highways across the state,” Rampolla said.
As the Wyoming Highway Patrol moves forward, it continues using data not only to document activity but also to guide operations, evaluate performance, and plan for future needs.
