Using Smartphone Wallets for Vehicle Registrations

Challenge
Online vehicle registration renewals have grown in popularity each year since West Virginia first launched the service in 2014, prompting the state to expand its digital services. In its quest to become a fully digital DMV, the state tapped into a tool residents were already using — their phone’s native digital wallet.
Solution
The state used Tyler Technologies’ Engagement Builder solution, part of Tyler’s Resident Engagement Platform, and a custom API to transform how residents received their vehicle registration cards. Previously, residents only had the option to receive their paper registration card in the mail. Now, once residents renew their registration, the digital card can be downloaded and stored in the user’s smartphone wallet and is compatible with both Apple and Android devices.
Results
More than 20,000 digital cards have been downloaded by residents since the launch in January 2024, and the total number of cards downloaded is projected to double in 2025. Instead of a complicated migration to multiple platforms, the DMV was able to perform one connection from their existing registration renewal service to Tyler’s low-code, form builder solution and connect through a custom API.
Additionally, further testing by the DMV will not be required as Apple and Google updates are released, saving valuable time and resources. Instead, Tyler monitors, maintains, and manages these interfaces to ensure they’re functioning as desired, allowing the state to focus on its residents. Now, residents no longer have to worry about misplaced registration cards.
This is a major step forward for the DMV and West Virginia residents. It’s convenient and secure, which we strive for in state government.
