From its inception, Modria has had a singular focus: resolving the world’s disputes via easily accessible and fair resolution processes. This was the vision from day one, and the focus of helping individuals solve problems quickly and efficiently has never wavered. This clarity of purpose has fueled the product’s growth and development.

Modria, purchased by Tyler Technologies in June of 2017, began as a venture-backed Silicon Valley software company spun out from eBay in 2011. Modria’s founders, Colin Rule and Chittu Nagarajan, created the online dispute resolution (ODR) systems at eBay and PayPal, which processed hundreds of millions of disputes, 90% through automation – without human intervention.

Rule and Nagarajan realized the need for online dispute resolution was bigger than just the online retail marketplace. Many courts struggle with the volume of cases being filed, while the public not only expects but demands faster outcomes to all manner of disputes. By bringing their ODR expertise to the public sector, Rule and Nagarajan realized Modria could expand access to justice to millions while helping courts improve operational efficiency.

Industry Thought Leader: Colin Rule

Colin RuleColin Rule has worked in the dispute resolution field for more than two decades as a mediator, trainer, and consultant. From 2003 to 2011, he served as the first Director of Online Dispute Resolution for eBay and PayPal. Before eBay, he co-founded and ran Online Resolution, one of the first online dispute resolution (ODR) providers.

Rule is the author of Online Dispute Resolution for Business: B2B, ECommerce, Consumer, Employment, Insurance, and other Commercial Conflicts, published by Jossey-Bass in September 2002, and has contributed more than 50 articles to dispute resolution publications such as Consensus, The Fourth R, ACResolution Magazine, and Peace Review, and serves on the boards of RESOLVE and the Peninsula Conflict Resolution Center. 

Rule holds a Master’s degree from Harvard University’s Kennedy School of Government in conflict resolution and technology, a graduate certificate in dispute resolution from UMass-Boston, a B.A. in Peace Studies from Haverford College, and he served as a Peace Corps volunteer in Eritrea from 1995-1997.
