2025 VSO Excellence Award Winner: Rob Gardner

The goal of Tyler Technologies’ Veterans’ Benefits team is to build software that empowers Veterans Service Officers (VSOs). But the most impactful advancements often come from those on the front lines, like Rob Gardner, a Supervisory Service Officer with the American Legion Philadelphia VA Regional Benefit Office in Pennsylvania. Rob’s innovative mindset and commitment to refining the tools he uses earned him the 2025 Software Superstar Award.
A Feature-Development Force
As an early adopter of VetraSpec, Rob quickly became a key partner in its evolution. His practical, field-tested feedback led directly to key feature enhancements, such as email search and zip code visibility. Rob directly requested the ability to search veterans by email address. This simple addition made a significant difference to service efficiency, allowing him to quickly identify veterans who emailed his office without providing their names. Realizing he was being heard, he also requested a feature that places the veteran’s zip code in the main title bar where their information is displayed. This streamlined the process for using VA’s Direct Submit tool by providing all necessary claim information without requiring him to switch pages.
The Visual Impact of Service
Rob also pioneered an ingenious use of the VetraSpec platform by incorporating visual images into veteran records, including their medals and service status. This not only boosted morale but also allowed VSOs to instantly grasp a veteran’s service background at a glance, enabling a more informed and respectful initial engagement.
Rob’s work is deeply appreciated by the veterans he serves. As James Wilson wrote, “[Rob’s] guidance through these processes has been invaluable. Navigating the VA system can be overwhelming, and his help has made it far more manageable.” Similarly, Larry Davis referred to Rob as an “angel” whose persistence “rescued” him. Rob’s commitment to improving the software ensures that he and his colleagues can continue to deliver that life-changing assistance efficiently.
