Boosting Resilience: The Technology Strategies of 3 Counties
June 25, 2025 by Craig Patton
For today’s county governments, resilience means more than just recovering from disruption — it means anticipating it. Potential challenges include security threats, severe weather, shifting compliance standards, and changes in resident expectations. County IT leaders need to equip their systems, data, and teams to adapt quickly and continue to deliver essential services.
Technology is at the heart of this readiness, enabling smarter responses and stronger communities before, during, and after any challenge.
Counties Building Resilience Through Technology
Across the country, counties are strengthening their ability to respond to disruption through smarter systems, stronger data practices, and more connected operations. Here are just a few of the government agencies using technology to build resilience and deliver consistent service, no matter the challenge.
Boosting Efficiency With AP Automation
To empower their staff and better serve residents, Pickens County, Georgia, wanted their internal systems to be as close-knit as the communities they serve. Their accounts payable process was inefficient, relying on outdated software and significant manual work. Information was siloed, hindering accuracy, efficiency, and transparency.
In response, the county chose ERP Pro and moved to a cloud-based system. With data and services in the cloud, downtime is greatly reduced, security is improved, and access is available anywhere with an internet connection. Using automation and digital invoice processing tools brought additional improvements, including streamlining their response to audits. Using AP Automation transformed the accounts payable process, making it easy to navigate and delivering vendor payments in a fraction of the time. Real-time data is available to all users, ensuring faster decision-making, reduced errors, and increased collaboration across departments in service of the public. With improved data, agencies can plan for and respond more effectively to challenges while also more easily sharing information with the public.
In recognition of their success, Pickens County received a 2025 Tyler Excellence Award for Performance & Innovation. “We’re using taxpayers’ money and time more efficiently,” said Hollie Poole, accounts payable clerk for the county. “We’re able to really provide better transparency with the software than we ever could have before.”
Tailored Solution Reduces Permit Processing Time by 60%
California’s coastal county of San Luis Obispo implemented Enterprise Permitting & Licensing to manage the permitting of construction and land use projects. The county significantly improved the efficiency and reliability of the planning and review processes for county staff and community members.
Using automated electronic plan software, staff in different departments can simultaneously review plans, reducing review time for staff and applicants. Moving to the cloud allowed the county to retire 28 on-premises servers, reducing capital expenses and improving IT efficiency while ensuring quick access to new system enhancements and versions.
“The beauty of the permitting tracking system is that we’ve been able to really hone in on the data,” said Trevor Keith, director of planning & building. “And with great data we’ve been able to drill down into it and reduce our processing times by 60%.” The county received a 2024 Tyler Excellence Award for Operational Efficiency.
The Power of Data Transparency
Clermont County, Ohio, has prioritized technology solutions that increase connectivity, efficiency, transparency, and engagement as their thriving communities evolve. Their goal: a connected community where access to data results in improved service for residents.
A long-term user of Enterprise ERP, the county expanded its use of integrated tools to unify data and improve coordination across departments. They have established a single source of truth, providing all departments with access to the latest financial information. In addition, they have streamlined everything from onboarding and benefits selection to invoice approvals to gathering and analyzing real estate data. Using cloud-based solutions, they have freed resources and staff to pursue projects of more value to residents.
The county, a 2024 Tyler Excellence Award winner for Connected Community, has made it easier for residents to access data and insights through an open data site. Chris Mehlman, deputy auditor – special projects said: “It gives them more information and makes them well informed so that when they contact us, we can have a conversation that is more useful for them. Many times, they can answer their questions just by taking a look at the data.”
Resilience Is Improved Through Modern Technology
These counties and others are growing resilience and have put modern technology at the center of their strategy. More and better access to data aids planning and response. Increased efficiency enables agencies to keep services flowing at all times. Reducing expenses and freeing staff time allows agencies to direct resources where they are needed most.
At Tyler, we’re committed to helping government agencies anticipate and respond to disruptions, improving the resident experience and building stronger communities.
