Hidalgo Turns to the Cloud for Faster, Reliable Systems

Reliability can mean the difference between life and death when dealing with day-to-day public safety operations. The ability for an agency’s system to work is critical and there’s no time or space for components that slow things down. Outdated solutions can cause even the most routine tasks to become difficult for the teams who depend on them.

Hidalgo County, Texas, supports a large network of law enforcement and public safety agencies across the region. As operations expanded, county leaders recognized the need for more modernized technology to support emergency response and information sharing.

“Our legacy systems were becoming harder to work with and didn’t always support the way our teams needed to function,” said Senior IT Manager Clarissa Longoria. “We needed an improvement that would support our agencies and keep information moving.”

Hidalgo’s solution: implementing Tyler’s cloud-hosted Enterprise Public Safety suite.

Moving to the cloud allowed the county to modernize its infrastructure while improving system reliability and integration between workflows. The updated platform streamlined several vital processes and reduced the need for consistent local infrastructure maintenance.

“The move to a cloud-hosted platform helped simplify how we manage the system,” Longoria said. “It created a more stable environment for the departments that rely on it.”

Since the transition, Hidalgo County has seen measurable improvements in system reliability and operational efficiency.

In 2025, the platform achieved more than 99.9% system availability, with only one unplanned outage lasting about 30 minutes throughout the year. The increased reliability has helped reduce disruptions and improve access to critical information for first responders.

Updated workflows have also increased efficiency across departments by streamlining processes and reducing time spent troubleshooting system issues.

The modernization effort has also laid the groundwork for future technology initiatives, like the ‘Field Arrest to Pre-Booking Alliance’ project, which will connect law enforcement and justice workflows from arrest through the early stages of the jail booking process.

“Our goal is to continue building a connected system that supports collaboration across departments and helps create a strong foundation for the next phase,” Longoria said.

With improvements in both the police operations and corrections spaces, the transition to cloud-hosted solutions has been a vital move that is not only improving safety and processes, but positioning the county for continued improvements in the years to come.
