Resilience at Scale: Technology for an Unpredictable Future

Leading state agencies are improving their ability to respond to disruption through smarter systems, stronger data practices, and connected operations. Here are a few examples of state agencies using technology to build resilience for their communities and residents.

Louisiana Residents Get a Game Plan App for Emergencies

The Louisiana Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) collaborated with Tyler Technologies and used our Resident Engagement Platform to develop their “Get a Game Plan” app. The app is a digital emergency preparedness guide. It helps users build a custom emergency supply list based on the details of their family. It also sends push notifications with critical information, consolidates emergency numbers, lists the location of shelters, and has links to important social media channels.

During the peak of Hurricane Helene in 2024, there were about 40,000 sessions actively using the app. After the storm passed, residents used it to access Federal Emergency Management Agency (FEMA) resources, apply for recovery loans, interact with the Small Business Administration (SBA), and more.

“Hurricane preparedness is critical for Louisiana residents. The ‘Get A Game Plan’ mobile app empowers people to take charge of their safety through the ability to receive real-time updates and access customized resources,” said Neal Fudge, deputy director, Louisiana Governor’s Office of Homeland Security and Emergency Preparedness. “Through our close collaboration with Tyler, we were able to quickly bring critical information to make residents feel more at ease during an unpredictable time.”

Indiana Strengthens Digital Resilience With AI Assistant

In response to evolving resident expectations, the Indiana Office of Technology wanted to streamline digital interactions with the government and present it as a single entity rather than multiple departments. They worked with Tyler and used Resident Assistant to add a digital assistant to the state website. Powered by generative artificial intelligence (AI), the assistant is trained in public-facing content from every agency and can answer a broad range of questions about state services.

The assistant saves residents time and delivers what they need faster by automating the response to common queries. Agency staff are free to focus on other tasks. The data gathered by the assistant helps staff resolve website content issues and identify opportunities to improve digital service delivery.

Indiana’s resilience grows daily thanks to the increased efficiency and insights the assistant provides.

New Jersey Protects Residents and the Environment

In its drive to employ the best available data and science to make decisions, the New Jersey Department of Environmental Protection (DEP) sought to empower its Transportation Oversight Unit inspectors with the ability to conduct full inspections in the field. They implemented Tyler’s Augmented Field Operations mobile inspection platform.

The app gives inspectors instant access to information on solid and hazardous waste transporters and vehicles, along with their full history. Department staff can inspect and regulate 150,000 pieces of equipment in real time, with just seven inspectors conducting over 9,500 in-person inspections annually. “Inspections are down to 10 minutes from two to three hours,” said a department official and inspectors are now spending more time in the field doing more productive work. The agency received a Tyler Excellence Award in 2024 for Performance & Innovation.

The department is a leader in using technology to safeguard the environment, increase efficiency, and build resilience statewide, ensuring the safety and protection of all residents.
