NIC – Maine is looking to hire a Project Manager to join our team in Augusta, ME.  Acquired by Tyler Technologies (NYSE:TYL) in April 2021, NIC is a leader in digital government solutions and payments, partnering with government to deliver user-friendly digital services that make it easier and more efficient to interact with government.  NIC and Tyler are united in the mission to empower public sector entities to operate more efficiently and connect more transparently with their constituents and with each other.

The NIC Maine Project Manager is responsible for developing, planning, and managing activities for website and web application projects for Maine State Government.  Projects will be a mix of small and large scope projects.  The role’s primary responsibility will be ensuring day-to-day project operations and managing and strengthening the relationship between NIC Maine and our government partners. 

 

We are seeking a talented and driven professional with a proactive, positive “get it done” attitude and a diverse mix of skills in communication, account management, program and project management, portfolio management, process improvement, customer service and the ability to partner with all aspects of our business, from Executive Management to Individual Contributors.  As a project manager, you will work in a client-facing role and will be responsible for consulting with sponsors, participants, stakeholders, and customers to create and review project proposals and business requirements, project goals, time frames, and resource limitations.  You’ll also provide ongoing support and guidance to our government partners post-implementation throughout the project’s lifecycle.

You must be an excellent team player with unquestionable integrity, credibility, and character and have a desire to work in a fast-paced, entrepreneurial environment with a small, focused team.  The Project Manager works with the entire NIC Maine team and reports to the Director of Operations.

Requirements:

  • In depth experience and knowledge in managing customer portfolio and process improvements, including project management and data analysis.
  • Demonstrable experience working with clients to achieve shared interest outcomes.
  • Cross-team collaboration in identifying, qualifying, and capturing requirements for new opportunities.
  • Previous experience in conceptualizing, planning, and implementing web-based solutions or services.
  • Strong written and verbal communication and interpersonal skills, including the ability to write, edit, and proofread.
  • A strong interest and understanding of government processes, preferably based on hands-on experience.
  • Self-motivated and highly analytical.
  • Attentive to detail and committed to quality.
  • Strong leadership, problem solving, and decision-making abilities.
  • And a passion to help government continuously improve the electronic services available to citizens and businesses.

Responsibilities:

  • Communicate strategically with potential partners to identify requirements and propose how our solutions will meet their business needs.
  • Responsible in whole or in part for performing system analysis, defining project scope, establishing and documenting system requirements, system testing, and other related system development duties.
  • Conduct change impact analysis to assess the potential implications of changes and document business rules, functions, and requirements of such changes.
  • Create project proposals based upon project information collected from client.
  • Establish project milestones based on the design and scope of work.
  • Write technical requirements documentation depending on project scope and objectives.
  • Liaise with internal and external stakeholders as necessary to ensure desired project progression.
  • Initiate, direct, and lead project meetings, prepare reports, maintain schedules and cost plans, manage and control for risks, and all other aspects of the project from inception through delivery.
  • Execute necessary project management methodology to ensure project success.
  • Possess an understanding of industry standard infrastructure and effectively communicate with Creative Designers, System Administrators and Developers, who will provide architectural reviews, user interface designs, estimates, and who will execute project tasks.
  • Ability to manage multiple dependent projects as a portfolio and ensure sequencing and resources are appropriate.
  • Define and develop process enhancements to constantly improve the Project Management Lifecycle.
  • Coordinate cross project dependencies with other NIC Maine project managers and the Director of Operations.
  • Develop new business opportunities and cultivate existing relationships using superior oral and written communication skills.
  • Advocate for the partner to ensure their current needs are being met while future needs are identified, documented, and developed according to project plans you create.
  • Take on additional responsibilities as needed to support our government partners and your NIC Maine team.

Preferred Qualifications:

  • Bachelor’s Degree and/or Project Management Certification.
  • Minimum of 3 years' professional experience, preferably in business, government, project management or public relations.
