How State Governments Thrive With Cloud-Based Solutions

With jurisdictions that span vast geographic areas and include everything from rural communities to densely populated cities, state agencies benefit in particular from the scalable flexibility of cloud-based solutions.
Modern cloud infrastructure enables agencies to better meet resident and workforce needs through increased convenience and efficiency. In addition, it lays the foundation for future innovation like advanced data sharing, open government initiatives, artificial intelligence (AI), and resident-facing digital services.
Industry analysts report that government investments in cloud platforms continue to increase. By moving to the cloud, agencies report they have reduced total cost of ownership resulting from increased efficiencies as well as reduction of technical and operational debt as they replace aging, fragmented systems.
State Agencies Finding Success in the Cloud
Here are two examples of state agencies using cloud infrastructure to modernize operations, improve client experiences, reduce long-term technical debt, and position themselves for future innovation.
Nevada Modernizes Traffic Records System
Nevada’s law enforcement agencies relied on an outdated statewide data repository that made traffic reporting and recordkeeping inefficient and time-consuming. The system hindered collaboration and transparency across agencies and courts. In addition, the lack of a unified and accessible resource for traffic and crash reporting created inconsistencies that disrupted processes and prevented agencies and stakeholders from fully leveraging their data.
The Nevada Department of Public Safety — Office of Traffic Safety migrated more than 45 law enforcement agencies onto a cloud-based traffic and crash reporting platform. The solution has delivered many benefits including a more secure environment for crash and citation data, providing the redundancy necessary for statutorily required data safety. It increased data-sharing capabilities for the state, resulting in improved communication with lawmakers and state officials while also making mandated changes easier to navigate with fewer moving parts. The system has also streamlined data exchange with local courts and jurisdictions, supporting more timely and accurate enforcement.
“Having a single statewide system for eCrashes and eCitations promotes uniformity as well as collaboration between agencies,” said Kevin Tice, traffic records program manager.
Arkansas Improves Operations and Reduces Costs With Digital Licenses
The Arkansas Department of Labor and Licensing was tasked with overseeing 21 previously independent professional licensing boards and commissions, all with different systems. In many cases, professionals seeking licensure had to fill out paper forms and then wait for months for their submission to be processed and their license to be delivered via mail. Legacy paper processes slowed administrative efficiency, and digital solutions differed so greatly across agencies that it made output and oversight difficult.
In response, the agency implemented a cloud-based, full-service regulatory licensing and permitting solution. The platform has saved the state more than 340,000 pieces of paper and enabled the department to realize more than $800,000 in cost avoidance. In addition, because the new solution automates many processes that once required human oversight, administrative staff have seen a 70% reduction in workload and an 85% reduction in processing times. Licensees also benefit from the expedited process, as electricians can now expect to receive their license in five days instead of three months.
“The demand for convenience and the demand for transparency are what is driving this modernization,” said Ken Anderson, the department’s chief information officer. “We are allowing our licensee base to do their business when it’s convenient for them. At the same time, we’re creating efficiencies because we’re not having to handle so much paper. It’s allowing us to do more with less.”
