A leader in safety is Pinellas County, Florida, who prioritizes speed as a requirement for building a safer community.

“We have an incredibly dense population,” said Olivier Lindemann, associate counsel for the Pinellas County Sheriff’s Office. “As the principal agency in the area, our primary responsibility is public safety. A lot of eyes are on us, and there’s constant pressure to get it right.”

To uphold this responsibility, Pinellas County made the strategic decision to turn their paper-heavy Risk Protection Order (RPO) process into a fully digital, centralized, and cloud-based program. That leadership decision pioneered new operational possibilities, enabling same-day reviews, faster service, and safer outcomes for officers and the community alike.

In 2025, the Florida Department of Law Enforcement (FDLE) saw the impact of Pinellas’ work, identifying their program as a repeatable and auditable best practice for other jurisdictions to replicate.

That local success has since gained national recognition. In 2026, Pinellas County earned a Tyler Excellence Award in Digital Services & Cloud, demonstrating how justice systems can operate lawfully with speed and precision.

Through their RPO program, Pinellas County redefined what it means to match real-world moments to purposeful technology that moves at the speed of public safety.

Mechanical Paper Cycles Carry Real Risk

For a civil responsibility designed to shrink the risk window in which individuals could acquire or possess firearms, paper-based RPOs often extend that risk instead. Before digitization, Lindemann described their manual cycle that consumed time and resources:

He reiterated the implications and heartaches of this multi-stop process when he said, “There were days when I was running to the courthouse 2-3 times. That’s a lot of manpower, logistics, gasoline, and vehicle wear and tear. It took time away from reviewing cases, preparing for trial, or for law enforcement to be in the community where they’re needed most.”

Though the process worked, it wasn’t built for urgency.

Speed Matters in Closing the Window for Harm

To eliminate delays, Pinellas County transitioned from mechanical workflows to a centralized digital flow using CloudGavel. Working closely with judicial officials and law enforcement agencies county-wide, Lindemann prepares and processes more than 500 RPOs each year on behalf of 12 different agencies. These RPOs move through a secure, electronic process that reduces delays from hours to minutes.

Speed matters, especially when cases cross state lines. In instances involving individuals traveling from both Alabama and Ohio, Pinellas County was able to initiate and broadcast RPOs nationwide within minutes.

“The fact that we can do it so quickly and seamlessly, it frees up resources that would have been tied up for hours or days,” Lindemann explained. “Cutting travel, queueing, and manual steps saves tens to hundreds of thousands annually in redeployed time. We’re now focused on more complex tasks and in a more efficient way.”

This speed, however, did not mean corners were cut. Under the principle that response time can determine an outcome, Pinellas built a digital-first RPO system that is lawful, auditable, and precise.
