Excellence 2025: Civic Interaction & Public Trust Solutions
October 30, 2025 by Craig Patton
Across every level of government, technology leaders are reimagining what digital service can — and should — be. With limited budgets and growing demands for security, scalability, and transparency, they’re finding creative ways to do more with less. By modernizing platforms, protecting data, and improving accessibility for all residents, these innovators are shaping more connected communities.
The result is powerful: streamlined operations, higher civic engagement, and renewed public trust in government. It proves that when technology serves people, everyone benefits.
Celebrating Excellence in Civic Interaction and Building Public Trust
Innovative organizations nationwide are delivering results for their communities with the help of solutions from Tyler Technologies. Tyler created the Tyler Excellence Awards to celebrate these inspirational successes. Here are the recipients of the 2025 awards for Civic Interaction & Public Trust, announced at the annual Tyler Connect conference.
Growing Tree Sales Online
The city of Naperville, Illinois, sought a better way to manage its annual Arbor Day Tree Sale. The town implemented Tyler’s Payments platform and Enterprise Forms to ensure Payment Card Industry (PCI) compliance when taking customer payments and to improve the customer experience. Adoption of Payments and Enterprise Forms has:
- Allowed customers to make online payments safely and securely.
- Ensured that the payment process is PCI compliant.
- Streamlined the customer experience by enabling guest transactions, rather than requiring an account registration.
- Provided the ability to select desired trees from the city’s inventory.
Streamlining Jury Management
Michigan’s Macomb County Clerk’s Office (Court Section) saw the need to modernize an inefficient, paper-reliant jury management system. The organization turned this need into an opportunity to not only streamline jury processes for the court, but also to drastically improve the public’s juror experience. By leveraging the advanced features of Enterprise Jury Manager, Macomb County has:
- Increased efficiency by eliminating redundant, time-consuming — and often costly — tasks.
- Enhanced the juror experience through convenient, accessible online communication options.
- Improved state reporting accuracy through a modern, integrated jury management solution.
Improving Service and Efficiency While Reducing Costs
The Montana Department of Revenue needed to provide a more efficient way for citizens to file critical and time-sensitive documentation such as valuation appeals. With Assessment & Tax Pro and SmartFile, Montana Department of Revenue has:
- Transitioned many of their filings to online forms.
- Improved service to their constituents — particularly those living in remote areas.
- Adapted to new legislative programs.
- Reduced processing time, postage fees, and travel costs significantly.
- Ensured the proper valuation of more than 58 million acres of agricultural land.
