Excellence 2025: Data & Transparency Solutions Winners
October 30, 2025 by Craig Patton
Data sits at the heart of effective government. Public sector organizations depend on accurate, timely information to make decisions, deliver services, and build trust with their communities. Forward-looking leaders understand that a strong IT strategy — supported by modern, cloud-based systems — can unlock the full power of that data. The result is greater efficiency, stronger collaboration, and more informed engagement between governments and the people they serve.
Breaking down silos across departments creates a unified source of truth — an essential step toward greater transparency, smarter decision-making, and better outcomes. When data is accessible 24/7, leaders can respond faster, employees can work more effectively, and residents gain confidence in how their government operates.
Celebrating Excellence in Data & Transparency
Across the country, innovative public sector organizations are tackling the data and transparency challenge with the help of Tyler Technologies solutions. The Tyler Excellence Awards were created to honor these forward-thinking efforts. As 2025 winds down, we’re proud to recognize this year’s winners in the Data & Transparency category — organizations showcased at the annual Tyler Connect conference in May for using data to drive insight, accountability, and public trust.
Identifying Revenue and Aligning Budgets to Meet Community Needs

- Leveraged Priority Based Budgeting’s customized ROI Optimization Report to identify strategies for revenue generation, efficiency improvements, and partnership opportunities to optimize resource use and enhance fiscal responsibility.
- Enabled the county to identify more than $150 million in potential savings and new revenue opportunities, among which $40 million are actively being implemented.
- Ensured that budgetary decisions are data-driven and reflect community needs.
Moving to the Cloud to Increase Productivity and Improve Service
Looking to improve budget accuracy and increase reporting capabilities, Hood River County School District became the first district in Oregon to complete a fully cloud-based School ERP Pro implementation. Since adopting this solution, the district has:
- Eliminated the use of external spreadsheets to create reports, saving time and increasing productivity.
- Increased the accuracy of the data the district reports to the state, helping them qualify for critical funding opportunities.
- Improved system usability with School ERP Pro’s intuitive user interface, remote access, and integrated functionality.
Going Mobile to Increase Safety and Streamline Operations
The Nevada Department of Public Safety - Office of Traffic Safety transformed the state’s traffic data landscape and enhanced information accessibility for agencies by implementing Tyler’s Enforcement Mobile solution statewide. Through the unified system, agencies:
- Access crash and citation data in near real-time from any location.
