NIC Colorado is seeking a Product Manager for its Drupal-based Content Management System (CMS) platform. Our CMS hosts over 450 state and local government websites. The successful candidate will assume the leadership of our current product through continuous research, iterative development and testing cycles, as well as coordinate maintenance and support activities.

 

 

Key Responsibilities

  • Develop and maintain the CMS platform product vision
  • Maintain and communicate CMS platform product roadmap.
  • Define CMS platform scope and priorities through established feedback loops, user stories and release planning.
  • Manage CMS platform product development from discovery to delivery using agile methodologies.
  • Prioritize and continuously refine CMS platform product backlog.
  • Plan and coordinate production release activities.
  • Maintain CMS platform product documentation.
  • Provide regular product/project status updates to executive leadership and stakeholders. Use data, customer and competitive insights, and industry standard methodologies to find opportunities to build innovative capabilities and compelling user experiences.
  • Collaborate with Design, Development, IT, and Customer Support to rapidly conceptualize, prototype, market validate, and launch new product ideas and innovations.
  • Define measurable goals and metrics, set priorities, and manage a backlog of features and functionality; work with Development, Design, and QA to meet those requirements.
  • Build business cases, prioritize a roadmap, and figure out the best implementation method and schedule. Make thoughtful trade-offs to balance quality, customer value, and schedule.
  • Identify customer needs and define user personas, user stories, use cases, and product requirements for product features and feature set enhancements.
  • Lead cross-functional projects by providing project leadership and daily management throughout the project from inception to delivery
  • Work with the cross-functional teams to identify, articulate, and mitigate project issues and risks.
  • Proactively manage internal project teams, and when necessary, consultants and/or external vendors.
  • Effectively manage resource allocations, resource scheduling, inter-project and external project dependencies.
  • Implement and execute comprehensive stakeholder management and communication plans.
  • Create and deliver presentations on project goals and plans, including progress reports.
  • Analyze and effectively report on project metrics – e.g., ETC, EV, profitability, project progress, issues and risks.
  • Perform other Project Management related duties as requested to achieve organizational objectives.
  • Contribute to account management initiatives, including partner relationship development and cultivating new opportunities for deployed services.
  • Other responsibilities assigned by manager.

 

 

Preferred Qualifications & Personal Attributes:

  • Experience with Agile Product Management methodologies. Certified Scrum Product Owner or Certified Scrum Master preferred.
  • Proven history of successful product and/or project management of high-profile enterprise-level systems.
  • Minimum three (3) years professional experience in relevant industry and/or role.
  • Experience with content management systems. Drupal preferred.
  • Excellent interpersonal, verbal, and written communication skills, including public speaking.
  • Strong analytical and problem-solving skills.
  • Must be detail-oriented, organized and manage time well.
  • Diverse and wide-ranging IT and project management experience.
  • Demonstrable history of implementing project management best practices leveraging multiple methodologies.
  • ITIL ITSM Foundation experience.

  

Requirements:

  • Bachelor’s degree (or higher) in Engineering, Computer Science, or other related scientific, technical or business discipline.
  • Strong understanding of the full SDLC and SDLC Methodologies (Waterfall, Agile, etc.)
  • Experience using PM Tools to manage project execution (i.e. JIRA, Smartsheet, Salesforce, etc.)
  • Demonstrated effective group facilitation skills.
  • Ability to identify and understand complex problems/issues and develop effective solutions.
  • Ability to work well independently and in a team environment.
  • Ability to handle multiple tasks, prioritize and meet deadlines.
  • Exceptional written and oral communication skills.

State-Specific Salary Range Disclosure Requirements

Salary will generally fall between $74,575 - $100,000 before adjustment for geographic differences. Recruiter can confirm if position is incentive eligible.
